Here are some facts about the Matricula Consular IDs: The original intent for the Matricula was to provide Mexicans residing illegally in the U.S. without a passport, a substitute identification for return to Mexico. It was never accepted by U.S. law inforcement as official identification. There is no fingerprint requirement nor is there any criminal background check done by either the LAPD or the Mexican Consulate, there is absolutely no way for the LAPD to do a "make" on someone using the card, and the Mexican government does not have any history database on Matricula Card holders available to law enforcement agencies.

Zine says that the IDs give government the opportunity to verify the identity of the card carrier. But as stated, there is no way to verify the information on the card. An illegal alien criminal who arrived last week has no criminal history on file in the U.S. -- and the Mexican government does not keep a national database on criminals.

The IDs are so unreliable, that a fugitive who already has a valid California driver license could easily get a new identity by obtaining a Matricula and using it instead of the valid license.

The Matricula allows illegals who are already deadbeat dads in their own country to abandon their families to come to L.A., to be rewarded with a new identity and clean record, compliments of Mayor Hahn.

CRIMINALS REWARDED WITH NEW IDENTITY

The Matricula allows illegal aliens who are already criminals in their own country to escape justice by coming to L.A., to be rewarded with a new identity and clean record, compliments of Mayor Hahn.

Mayor Hahn influenced Chief Bratton, Ex-cop Dennis Zine and the L.A. City Council in violating the United States Constitution, Section 8, Clause 3, which states: "No State shall, without the Consent of Congress, enter into any Agreement or Compact with another State, or with a foreign Power..." -- in negotiating with Mexican Government lobbyists for Los Angeles to accept the the Sham Mexican Matricula Consular ID.

MATRICULA WAS NEVER TESTED!

The six month pilot program to test the Mexican Matricula Consular ID card results: It was not tested! During the six months, there was no test plan and no data was recorded. The city council does not know how many individuals may have presented the sham ID who may have been criminals or fugitives. The LAPD has absolutely no information regarding anyone who may have previously used the Matricula ID. Thus, the LAPD does not have any records to fall back on in the event that in the future, the LAPD wants to check the background of someone who presents the sham ID. LAPD Commander Stuart Maislin by order of a California Public Information Act request submitted by Hal Netkin, was forced to admit that LAPD Cops have no way of verifying the information on matricula consular cards. On April 8, 2004, as reported by CNN, an entire group of 88 illegal aliens boarded an airliner from Los Angeles to Newark, NJ, using counterfeit Matricula IDs. We don't know if any of the aliens were terrorists, but what we do know is that any terrorist could have easily obtained a counterfeit Matricula and boarded any domestic American flight, no questions asked.
