The above copy is of the medical record for the birth to a Mexican mother who had no intentions of living in L.A. The mother lived in Mexico at the time and still does. She came accross legally from Tijuana with a permit (the Mexicans who live in Tijuana call them "pasaportes.") The permits are given to those who are established in Tijuana and are "probably" going to return. The status of how well a Mexican is "established" is determined when they present the INS with certain easily forged documents such as a pay stub to "prove" they have a job, or a Mexican voter registration card (unlike the U.S., Mexicans must have a voting card with their photo on it to prove they are Mexican Citizens in order to vote). Children prove they are established by producing a school admission card with their photo on it (unlike most American schools, Mexican children must have admission cards to prove they are Mexican citizens). The permits have a three day time limit, but as of yet, the INS does not have a way of tracking such permits. In other words, a Mexican with a permit can overstay indefinately and return two Mexico at will.
The above is the birth cirtificate the same child referenced in the top medical record. This child lives in Tijuana and has dual Mexican and U.S. citizenship. When this child reaches the age of 21, he can legally petition for his parents and siblings. And since he is a U.S. citizen, his petition will go to the front of the line.

Anyone who thinks this is an anomaly or that it doesn't happen anymore, suffers from acute naiveti. In fact, Mexican women by the thousands are pulling this scheme off.
